What Makes an Effective Advocacy Organization? A Framework for Determining Advocacy Capacity
Advocacy as a strategy for the nonprofit sector has become increasingly widespread. Foundations are looking to fund more of this type of work; nonprofits are learning how to harness its power to achieve their mission; and both are trying to better understand how to evaluate success. To that end, The California Endowment asked TCC Group to conduct an evaluation of a cohort of advocacy organizations who were receiving general support from the foundation. One of the important outcomes of that evaluation was a much deeper understanding of the characteristics of effective advocacy organizations.

Exploring California's Rural Health System: From the Redwood Forests to the Baja Border
This report by the National Health Policy Forum summarizes the impressions of federal health policymakers who participated in a three-day site visit to California to explore the state's rural health system with a particular focus on the financial health of inpatient and outpatient providers and how that affects access to care. The role of telemedicine as a tool for expanding access was explored as well as the special needs of vulnerable populations such as farm workers. Participants learned how state and federal regulation and payment policies and state budget deficits impact the viability of rural health systems.
Health Policy Research Brief: Less Than One-Quarter of California Adults Walk Regularly
A new policy brief issued by the UCLA Center for Healthy Policy Research and funded by The California Endowment highlights how little exercise most California adults are getting. The report, Less Than One-Quarter of California Adults Walk Regularly, states that in an average week one in five California adults walk on a regular basis, while more than a quarter of the adult population in the state do not walk at all.
Implementing Medicare Part D in California: A Scan of the Landscape
This two-month study examines California’s readiness to implement the Medicare Prescription Drug Improvement and Modernization Act (MMA) by describing the implementation activities of various public and private health, advocacy and funding entities in the state; investigating respondents’ sense of the challenges to implement the program and the strategies needed to meet these challenges; and examining and assessing gaps in implementation activities.

The report examines issues related to making health policy decisions at the ballot box and considers how this experience may influence voters’ reactions to future ballot measures and health policymaking in the state.
Managed Care and Medi-Cal Beneficiaries with Disabilities: Assessing Current State Practice in a Changing Federal Policy Environment
This analysis, prepared for The California Endowment by the George Washington University School of Public Health and Health Services examines how other states have addressed issues in designing, implementing and overseeing managed care systems for persons with disabilities and serious and chronic health conditions. In addition, the report evaluates how changes in the Deficit Reduction Act of 2005 relate to decisions regarding the use of mandatory managed care enrollment for disabled beneficiaries.

It also provides recommendations and a framework on approaching policy and advocacy evaluation.

Funded by The California Endowment, the brief offers a San Joaquin Valley perspective on the various proposed health reform measures currently being debated in California.
