Daniel Zingale
Senior Vice President, Healthy California 

Daniel Zingale joined The California Endowment as Senior Vice President in January 2009.  Zingale leads The Endowment’s Healthy California team – the policy and statewide communications arm of the foundation.  He spearheaded the ‘Asegurate’ campaign to enroll Latinos in Obamacare, and the ‘Health Happens Here’ campaign to challenge conventional assumptions about health and advance health justice and equity in under-served communities.       

Prior to joining The Endowment, Zingale served as chief of staff to Maria Shriver and senior adviser to Governor Arnold Schwarzenegger, where he was an architect of Schwarzenegger’s pioneering health reform plan to enact an individual mandate and expanded health coverage for millions of uninsured Californians.

Zingale was cabinet secretary for California Governor Gray Davis, where he negotiated California’s landmark domestic partners law granting same-sex couples in California all of the state’s rights and responsibilities afforded married couples and paving the way for marriage equality.  As founding director of the California Department of Managed Health Care, Zingale was the first ‘HMO Czar’ in the nation.

Zingale is a long-time champion of the rights of farmworkers, including a term on the California Agriculture Labor Relations Board from 2003-2005. In the 1990s, he served as Executive Director of the Washington DC based AIDS Action and political director of the Human Rights Campaign.

Zingale earned his BA from UC Berkeley and Masters of Arts in Public Administration from the John F. Kennedy School of Government at Harvard University.
