Activities Ineligible for Funding

The California Endowment does not make grants for the following:

• Uncompensated care for direct clinical services;
• Services that are billable for third-party reimbursement, except for limited periods during startup;
• Medical supplies, laboratory fees, X-ray services, medications, vaccines and prescriptions;
• Medical or scientific research that does not have a direct application to implementing a community-driven health intervention or changing health systems;
• Media projects (film, television, radio, Web site, public service announcements) that are not part of a broader project or strategy;
• Political campaigns, voter registration drives or lobbying for specific legislation;
• Individual requests for scholarships, fellowships or grants;
• Endowments;
• Capital funding for the purchase, construction or renovation of any facilities or other physical infrastructure, including the purchase of equipment, unless the capital expenses are related to a new project or strategy that supports one of The Endowment’s goals; and, except for equipment, the capital funding is not more than 20 percent of the total cost of a project or for more than $500,000;
• Operating deficits or retirement of debt; and
• Indirect costs (excluding fiscal sponsor fees) that exceed 15 percent of the total of requested personnel and operating costs.
